A PIPER PA32 WAS TAXIED INTO POSITION AND HOLD (TIPH) APPROACH END RUNWAY 25. APPROXIMATELY 4 MINUTES LATER A LEARJET LJ35, PREVIOUSLY CLEARED TO LAND RUNWAY 25, LANDED OVER THE TIPH PA32. THE LJ35 PILOT REPORTED THE AIRCRAFT ON THE RUNWAY. CLOSEST PROXIMITY REPORTED WAS BETWEEN 50 TO 100 FEET VERTICAL (200 FEET MSL) AND THE LJ35 TOUCHED DOWN PRIOR TO TAXIWAY A3.
