HXB (LONG EZ) WAS INSTRUCTED TO ENTER RIGHT DOWNWIND TO RUNWAY 10 AND REPORT ENTERING DOWNWIND. READ BACK WAS CORRECT. NO FURTHER TRANSMISSIONS WERE MADE BY HXB. LC CLEARED C185 FOR TAKEOFF ON RUNWAY 10 AND THEN TURNED AWAY TO LOOK FOR HXB. AS C185 TAXIED ONTO RUNWAY 10 THE PILOT OBSERVED A SHADOW PASS OVER HIS AIRCRAFT. C185 THEN OBSERVED HXB LANDING AHEAD OF HIM ON RUNWAY 10 AND HELD IN POSITION ON THE RUNWAY. LC FIRST SAW HXB AS IT TURNED TO EXIT AT TAXIWAY FOXTROT. THE PILOT OF C185 ESTIMATED, BASED ON WHERE THE HXB TOUCHED DOWN, THE HXB PASSED LESS THAN 50 FEET OVER HIS AIRCRAFT. CLOSEST PROXIMITY IS ESTIMATED AT LESS THAN 50 FEET VERTICAL.
