A CESSNA C152 WAS ISSUED TAXI TO RUNWAY 13 VIA ECHO AND DELTA. THE TAXIING C152 CONTINUED ON ECHO CROSSING THE DEPARTURE END OF RUNWAY 13 WITHOUT CLEARANCE AND AS A CESSNA C152 WAS DEPARTING ON RUNWAY 13 FULL LENGTH. THE DEPARTING C152 ROTATED JUST PRIOR TO TAXIWAY D2 AND FLEW OVER THE TAXIING C152 BETWEEN 100 TO 200 FEET VERTICAL. DISTANCE FROM D2 TO ECHO IS APPROXIMATELY 800 FEET HORIZONTAL.
