What happened
The pilot was conducting his second ILS approach for runway 35 following a previously executed missed approach. At the time of the event, the control tower reported visibility of only 1/8 of a mile due to fog, which was below the required weather minimums of 1/2 mile for the ILS 35 approach.
The tower controller observed the aircraft at an altitude of approximately 200-300 feet above the mid-field of the 6500-foot runway. The aircraft subsequently performed a long landing and skidded off the end of the runway into the snow. The impact caused the landing gear to collapse. There were no injuries reported.
Findings
The investigation noted that the visibility conditions during the approach did not meet the established minimums for the instrument approach procedure.
