What happened
On July 15, 2015, a Fokker 100 was taxiing toward parking stand number 40 at Warsaw Chopin Airport (EPWA) following its landing. The aircraft was proceeding under the assistance of an airport ground movement coordinator.
During the taxiing sequence, a technical service vehicle traveling on a service road failed to yield the right of way to the aircraft. To prevent a potential collision, the ground movement coordinator ordered the aircraft to stop its movement.
The investigation
The PKBWL investigation focused on the interaction between the aircraft and the ground vehicle at the intersection of the taxiway and the service road. The investigation established that the stoppage was a direct result of the vehicle's failure to adhere to established movement priorities.
Findings
- The primary cause of the incident was the failure of the technical vehicle driver to exercise due care and follow established right-of-way protocols.
Safety action
Following the incident, the driver of the technical vehicle was required to undergo retraining and pass an examination regarding the rules and regulations for vehicle and pedestrian movement on the airport grounds. Additionally, the details of the incident were incorporated into airport staff training programs to promote safety awareness, and the event was published in a safety bulletin.
