What happened
During the night of 29 March 2014, a Beech 1900D, registered as C-GWGA and operated by Air Georgian Limited, was being moved by company maintenance staff at the Calgary International Airport in Alberta. The aircraft was being taxied toward the holding bay for Runway 29. Following instructions from the tower controller, the aircraft was directed to depart from Apron V and proceed via Taxiway N and Runway 26 to hold short of Taxiway Y.
At 0024 Mountain Daylight Time, the aircraft entered the active Runway 17R at the threshold of Runway 35L. At the moment the C-GWGA entered the runway, a departing Boeing 737-700 was already in the air.
The investigation
The investigation focused on the circumstances surrounding the runway incursion. Investigators examined the taxi instructions provided by the tower controller and the movement of the aircraft through the airport taxiways. The probe also looked into the training of the personnel involved and the operational status of the aircraft's equipment during the taxi.
Findings
The investigation established that the incursion was driven by inadequate training of the personnel and the fact that the aircraft's transponder was not in use during the taxi maneuver.
