What happened
On the evening of 19 July 2022, an Aeroprakt A32 Vixxen, registration G-ENVV, was performing circuits at Newtownards Airport. The flight, which took place outside of the aerodrome's normal operating hours, involved two pilots. After several circuits, the aircraft performed a low pass parallel to Runway 03 at approximately 70 feet above the ground. Following this, the aircraft entered a steep right-hand turn passing directly over several people gathered near a vintage bus on the airfield apron.
During this maneuver, the aircraft's bank angle reached approximately 71 degrees. Witnesses observed the aircraft appearing to lose control, describing it as tumbling or spiraling. The aircraft subsequently struck a wooden boundary fence and came to rest inverted over a gorse bush. The impact resulted in 2 fatalities.
The investigation
The AAIB investigation examined the aircraft's flight data, airframe integrity, and the regulatory environment of the aerodrome. Investigators found no mechanical defects in the engine or the flight controls that would have contributed to the accident. However, data from the electronic flight displays indicated a potential loss of electrical power to the avionics units shortly before the impact, which may have served as a distraction to the crew.
The investigation also looked into the aircraft's build history and maintenance records. There were discrepancies regarding the 51% amateur builder requirement for the aircraft's Permit to Fly, and a lack of documented maintenance history following October 2021. Furthermore, the investigation scrutinized the aerodrome's safety management system, noting that a recent CAA audit had already identified shortcomings in the airfield's safety oversight and procedures.
