The investigation was conducted in accordance with ICAO Annex 13 and Honduran Civil Aviation Regulation RAC 13, Second Edition, approved 20 March 2017. Its objective was accident prevention, not the assignment of blame or legal liability. The document is proprietary to AHAC and may not be distributed without authorization.
