Synopsis
The Dominican Aviation Accident Investigation Commission (CIAA) was notified of this serious incident on 11 October 2022. Investigators arrived at the scene hours later. An investigation team was formed to assess operational and maintenance aspects.
Flight History
The aircraft was conducting an international flight from Santiago de Cuba International Airport (MUCU) to Dr. Joaquin Balaguer International Airport (MDJB). After making contact with the ground approximately 50 meters from the threshold of runway 01, the aircraft continued its rollout, exited the runway at the runway 19 end, traveled about 178 meters across grassy terrain, and came to a stop in the safety area.
Injuries
There were no injuries. The two crew members and three passengers, totaling five persons on board, were uninjured.
Aircraft Damage
The aircraft sustained minor damage, consisting of deflated main landing gear tires and a dent on the leading edge of the right wing. No parts separated from the aircraft.
Other Damage
A runway edge light was damaged. No other significant damage was reported.
Crew Information
The pilot, a Dominican national born on 9 March 1965, held a TLA Dom. (type rating?) and passed his last medical check on 5 October 2022. His flight experience included 13,597 total hours, 2,500 hours on type, 10.1 hours in the last 90 days, 5.9 hours in the last 30 days, 5.9 hours in the last 72 hours, and 3.0 hours in the last 24 hours. His flight duty began at 11:30 a.m., with 38.3 hours of rest before the start.

The aircraft was a Cessna Citation 501, serial number 501-0182, registration HI-1076. It was equipped with two Pratt & Whitney JT1D turbofan engines (serial numbers PCE-77252 and PCE-76912). It used AVTUR-JP1 fuel and had retractable tricycle landing gear.

The Dominican National Meteorological Office (ONAMET) reported a low-pressure area southwest of the Yucatán Peninsula with a 40% chance of cyclonic development. For the Greater Santo Domingo area, forecasts indicated afternoon cloudiness, moderate showers, isolated thunderstorms, and occasional wind gusts. Maximum temperatures around 31–33°C, minimum 22–24°C.

The aircraft was equipped with a GPS for navigation and VHF communication equipment.
