An aircraft landing at Oita Airport failed to stop on the runway, resulting in a fatal excursion into a nearby dump area.

What happened

After completing a routine flight departing from Kagoshima, the aircraft arrived at Oita Airport and touched down on runway 02. Following the landing, the aircraft was unable to decelerate sufficiently within the available runway length. The plane subsequently overran the end of the runway and traveled an additional 124 meters before coming to a stop in a dump site.

The accident resulted in 20 fatalities, which included two members of the flight crew. Additionally, 22 individuals sustained injuries during the excursion.

Findings

Investigations into the incident identified several contributing mechanical and operational factors that prevented the aircraft from stopping. The primary issues involved excessive airspeed during touchdown combined with a lack of effective braking power. Specifically, the investigation noted that the propeller reversing mechanism was not functioning correctly, and the foot brake provided insufficient deceleration. Furthermore, the effects of a second reversing operation may have acted counterproductively to the stopping effort.

Probable cause

The accident was caused by a combination of high touchdown speed, ineffective braking, and malfunctioning propeller reverse thrust.
