During a flight returning to its base in Shenyang, a twin-engine aircraft was conducting a cloud seeding operation over the Liaoning Province. While performing the final approach to Shenyang-Taoxian Airport, the aircraft experienced an aerodynamic stall. This loss of lift caused the plane to descend uncontrollably, striking a road located short of the runway.

Upon impact, the aircraft caught fire. Despite the intensity of the post-crash flames, which resulted in the total destruction of the airframe, all three occupants were able to evacuate the wreckage. The individuals involved sustained only minor injuries during the accident.
