What happened
On November 15, 2017, a Khabar and Airlines flight, designated NI 463, departed from Khabarovsk for a scheduled trip to Nelkan. The original flight plan included a stop at Nikolayevsk-on-Amur; however, due to runway snow removal operations at that airport, the route was modified to fly via Chyumican. Prior to departure, the crew completed all necessary preflight inspections, and maintenance technicians confirmed the aircraft was in good working order. The aircraft, registration RA-67047, an L-410UVP-E20, departed Khabarovsk at 23:33 local time carrying two crew members, 5 passengers, and 410 kg of cargo.
During the flight, the crew requested an airway change to bypass the planned refueling stop at Chyumican and proceed directly to Nelkan. This request was approved by Khabarovsk ATC at 01:47. While performing the approach to the destination, the aircraft experienced a sudden and severe right roll while at an altitude of approximately 100 meters and an airspeed of 100 knots. The aircraft drifted from its glidepath, struck the ground, and was destroyed upon impact. The accident occurred in a mountainous, forested region characterized by marshy terrain.
Findings
The accident resulted in 5 fatalities among the crew and passengers, while a 3-and-a-half-year-old child sustained serious injuries. There were no injuries to persons on the ground and no damage to ground structures. The investigation noted that the aircraft experienced an aggressive right roll and loss of altitude during the final approach phase.
