What happened
On August 2, 2010, an An-24RV, registration RA-46524, was scheduled to perform a transport and communications flight between Krasnoyarsk and Igarka, returning to Krasnoyarsk. The flight was operated by LLC PKF KATEKAVIA on behalf of LLC SiAT-Travel. While the primary contract focused on the return leg from Igarka to Krasnoyarsk, the outbound leg from Krasnoyarsk to Igarka included 10 adult passengers, one child, and various cargo loads.
The aircraft's total takeoff weight was 22,400 kg, with a center of gravity at 24.5% MAC. The total payload included 3,412 kg, consisting of 206 kg of baggage and 2,426 kg of cargo, which included food supplies, construction materials, and equipment. Following the operator's specific instructions for transporting soft-packaged commercial cargo, the cargo was positioned in the first four rows of the passenger cabin, while passengers were seated from row 7 through row 10.
The investigation
The investigation reviewed the pre-flight preparations and the crew's qualifications. The crew, consisting of a captain, first officer, flight engineer, and flight attendant, had extensive experience operating this specific route during both day and night conditions and were familiar with the operational characteristics of the Igarka airfield. Pre-flight procedures and crew dispatch were found to be in compliance with regulatory requirements. Technical inspections performed by the maintenance staff at the Aviation Technical Center confirmed that the aircraft and its systems were in working order prior to departure.
