Contract and Parties
On 28 June 2023, contract No. 4894 was concluded between the Kirov State Specialized Autonomous Institution "Kirov Base of Aviation and Ground Forest Protection" (KOGSAU "Lesookhrana") and LLC "Aviation Company Parma". Under this contract, on 6 July 2023, the crew of the aircraft An-2T with registration RA-02241 performed forest aviation works.
Flight Assignment Approval
KOGSAU "Lesookhrana" issued request No. 84 on 5 July 2023 for the performance of forest aviation and emergency rescue works. Based on this request, the general director of the aviation company "Vyatkaavia" approved a flight assignment for the crew. The crew assigned to the flight consisted of a pilot-in-command (PIC), a second pilot, and an air observer. The flight assignment specified a route from the landing site Kuchany to the area of forest aviation works and back to Kuchany.
Flight Plan Submission
The flight plan for the intended route was submitted on 6 July 2023 to the planning and coordination center of the Regional Center of the Unified Air Traffic Management System in Yekaterinburg via the internet flight plan submission system. The route included the following points: Kuchany, Kumeny, Urzhum, Dym-Dym-Omga, Kilmez, Uni, Bogorodskoye, Falinki, Slobodskoy, Sukhoborka, and back to Kuchany. Permission for the use of airspace was granted by the Regional Center at 10:03 on 6 July 2023. The flights were planned to be conducted in airspace classes C and G.
Pre-flight Activities
On 6 July 2023, after arriving at the aerodrome, the crew commenced pre-flight preparation. The crew members did not undergo a pre-flight medical examination. The decision to allow the crew to fly was made by the PIC, which does not contradict the requirements of the Federal Aviation Rules (FAP-128). According to FAP-128 clause 8.10.1, when performing flights from aerodromes where there is no medical worker authorized to conduct medical examinations, as well as from landing sites, pre-flight medical examination is not conducted; the decision on allowing crew members to fly is made by the PIC.
