What happened
On November 29, 2015, at 01:38 UTC, a Mil Mi-2, registration RA-23786, landed at the Izluchina airfield following an in-flight emergency. The flight was part of a scheduled mission involving stops at Kedrovaya and Denzur. The crew and a passenger, a hunter, had prepared the aircraft for departure earlier that evening. Before takeoff, the pilot, an engineer, and the passenger loaded baggage and cargo into the cabin, ensuring the weight and balance remained within permissible limits. However, the cargo and luggage were not secured using specialized equipment or tie-down nets.
The flight departed at 21:39 local time, with the pilot notifying the controller of the takeoff toward Zhupanovo and requesting an ascent to 550 meters. According to the pilot, the initial takeoff and climb proceeded normally, with no warning lights or instrument abnormalities reported, and the engines appeared to be running steadily. However, after the aircraft reached an estimated altitude of 200 meters, both engines failed simultaneously.
The investigation
The investigation examined the pre-flight procedures, including the preparation of the aircraft by the company's personnel and the loading of the cargo. It was noted that while the pilot verified the weight and balance, the physical securing of the cargo with nets or straps was not performed.
