What happened
During a low-level patrol mission for law enforcement, the pilot identified a stationary vehicle after flying over a ridge. In an attempt to inspect the vehicle more closely, the pilot descended into a canyon, reaching an altitude of roughly 200 feet and deploying the flaps.
While performing a second pass over the location, the pilot began a right-hand turn. During this maneuver, the aircraft encountered a tailwind, which caused a sudden and significant reduction in airspeed. Although the pilot attempted to recover by leveling the aircraft and applying additional power, the low altitude and insufficient speed prevented a successful exit from the canyon. The aircraft subsequently entered a stall and struck the ground.
