Publication of Final Report
The Subsecretaría de Transporte, through the Agencia Federal de Aviación Civil (Federal Civil Aviation Agency) and its Dirección de Análisis de Accidentes e Incidentes de Aviación (Directorate for Analysis of Aviation Accidents and Incidents), has released the final report concerning the accident of aircraft with registration XA-VRG, under file number ACCDTARB004/2019MMPM.
Redactions in the Report
The public version of the report includes redactions of certain information. Specifically, technical data such as serial numbers related to various components of the aircraft have been removed. This removal is based on Article 113, section II of the Federal Law on Transparency and Access to Public Information (LFTAIP), in conjunction with numeral Thirty-eighth, section III of the General Guidelines on Classification and Declassification of Information. The motivation cited is that such data are confidential commercial information, as serial numbers are unique identifiers that fully identify the component.
Additionally, personal data (name, sex, age, nationality, among others) of aeronautical technical personnel have been redacted. This is grounded in Article 113, section I of the LFTAIP and numeral Thirty-eighth, section I of the General Guidelines. The reasoning is that this constitutes personal information of individuals, requiring their consent for distribution and publication.
