The airplane departed Okha on a flight to Khabarovsk with intermediate stops in Nikolayevsk-on-Amur and Nijnetambovskoye. While descending to Nijnetambovskoye, the pilot encountered marginal weather conditions. Because the visibility was limited, he reduced his altitude to minimum.
