WHILE EXECUTING A VOR APPROACH AND CIRCLING TO LAND, THE AIRCRAFT COLLIDED WITH TREES AND A FENCE, THEN IMPACTED ON A ROADWAY SHORT OF THE RUNWAY. THE PILOT HAD OBTAINED A FULL WEATHER BRIEFING PRIOR TO HIS DEPARTURE.
