FLARE FOR TOUCHDOWN ENDED SHORT OF THE ACTIVE RWY AT LINCOLN, NEBRASKA. THE PIC RPTD WINDSHEAR ON FINAL BUT WIND CONDITIONS WERE RPTD AS BEING 340 DEGREES AT 15 KTS, A HEADWIND FOR THIS LANDING. NO MECHANICAL CONTROL PBLM WAS REPORTEDLY EXPERIENCED DURING THIS SEQUENCE AND NO THUNDERSTORM ACTIVITY WAS PRESENT.
