FLT WAS BEING VECTORED FOR PRACTICE ILS APPROACH IN VFR CONDITIONS WHILE THE PLT-IN-COMMAND WAS RECEIVING A BIENNIAL FLT REVIEW. RADAR DATA SHOWED THE ACFT CONSTANTLY VEERING TO THE LEFT OFF ASSIGNED HEADING AND WITNESSES REPORTED ONLY HEARING ONE ENGINE RUNNING.
