THE PLT REPORTED ENCOUNTERING ICING CONDITIONS DURING HIS APCH TO SPOKANE. UPON ARRIVAL, THE ACFT REMAINED AT SPOKANE FOR 30-40 MINUTES DURING WHICH FREEZING DRIZZLE AND BELOW FREEZING TEMPS EXISTED PRIOR TO AND DURING THE DEPARTURE.
