THE PLT HAD FLOWN ONE CLOSED CIRCUIT PATTERN OF THE LOCAL ARPT AND LANDED TO PICK UP TWO ADDITIONAL PASSENGERS. PURPOSE OF THE LOCAL FLIGHT WAS FOR SIGHTSEEING. THE ACFT WAS PARKED WITH ENGINE AT IDLE.
