DURING THE PREVIOUS WEEK THE ACFT HAD BEEN OUTSIDE & SEVERAL HEAVY RAINSHOWERS OCCURRED. BOTH THE PLT & THE PLT-RATED PASSENGER STATED THEY DRAINED THE FUEL TANKS USING A ONE-POUND COFFEE CAN & DID NOT NOTICE ANY APPRECIABLE AMOUNT OF WATER. AFTER TAKEOFF WHILE CLIMBING THROUGH 300 FT THE ENG QUIT.
