A PILOT WEATHER BRIEFING WAS NOT GIVEN. THE PILOT WAS INSTRUMENT RATED. AN APPROACH WAS ATTEMPTED AT JANESVILLE BUT THE LOCALIZER WAS INOPERATIVE AND THE APPROACH WAS DISCONTINUED.
