THE ACFT BROKE UP IN FLIGHT DURING AN UNCONTROLLED DESCENT IN INSTRUMENT METEOROLOGICAL CONDITIONS UNDER INSTRUMENT FLT RULES (IFR). AN IFR FLT PLAN WAS FILED. SHORTLY AFTER TAKEOFF THE PLT EXHIBITED & REPORTED PROBLEMS WITH ACFT HEADING CONTROL & SUBSEQUENTLY RADIOED HE HAD LOST CONTROL.
