The aircraft was completing a flight from Poliny Osipenko to Nikolayevsk-on-Amur with intermediate stops in Kherpuchi and Oktyabrsky. Nine minutes after his departure from Kherpuchi Airport, the crew encountered poor weather conditions with low clouds.
