European airline group challenges Irish regulator over Ryanair ownership
The European Network Airlines Association is taking legal action against Ireland's aviation authority, seeking a review of Ryanair's ownership and control structure and questioning whether the carrier meets EU requirements.

The European Network Airlines Association has filed a legal challenge against the Irish aviation authority over how Ryanair is owned and controlled, seeking a review of the matter. The association questions whether the Irish carrier satisfies EU ownership rules, according to its statement.
Citing Ryanair Group's annual report, the association said EU nationals held only 30 percent of the company's issued share capital as of the end of March 2026.
Two German business newspapers first reported the challenge.
ENAA's membership is made up of network carriers, among them Lufthansa, Air France, KLM, SAS, Austrian Airlines, Brussels Airlines, Croatia Airlines, TAP Air Portugal, Aegean Airlines, Air Dolomiti and Lufthansa Cargo.
