Synopsis

A320 Captain reported a maintenance issue with a cockpit window obscuring visibility and restricting the ability to observe air traffic during climb. The window was written up for maintenance action.

Narrative

On our climb out; we got a report to look for traffic at our 3 O'Clock position. My First Officer advised me that he couldn't see the traffic do to his window having several scratches which obstructed his view for locating our traffic. Local Maintenance told me that if it was within limits he was going to sign it off. This is a safety issue due to the inability to locate our traffic because you cannot effectively see out the window because of the severity of the scratches.
