A320 Captain reported high brake temperatures after landing on a short high altitude runway. The outbound Captain discovered the tire fuse plugs melted causing the main tire to deflate; with no ground injuries reported.

Narrative

The ATIS at ZZZ was reporting windshear advisories and Rwy XX was the active runway. Approach control reported heavy precipitation on a 1 to 5 mile final so we opted to delay our approach while requested performance for Rwy XY.I excecuted a normal full-flaps landing to runway XY with medium auto-brakes and while taxiing in I noticed that the brake temperatures were increasing rapidly.At shutdown station operations informed us that brake fans were not available and some of the temperatures had reached over 600 degrees by the time we left the flight deck.The outbound Captain mentioned the possibility of blown fuse plugs at such high temperatures so I inspected the tyres and they appeared to be normally inflated.On the way to the hotel I received a call from said Captain stating that the tyres on the left main were deflated.
