Synopsis

A320 pilot reported just after takeoff and during initial climb the flight deck began to fill with a strong chemical smell and mist.

Narrative

Ferry flight out of ZZZ with #2 PAK on MEL. Only flight crew aboard. Normal takeoff roll. On liftoff strong chemical / fine mist in the cockpit. No ECAM. Oxygen masks donned immediately. AC control was transferred and we missed the initial heading due to confusion. Coordinated with ATC for a return to ZZZ. We didn't get higher than 8000 feet. Once stabilized we shut off PAK 1 which triggered an ECAM which we then followed. RAM AIR on. Uneventful return and landing and runway XX L.
