A320 pilot reported a nose wheel steering malfunction while turning onto their cleared runway resulting in a momentary loss of aircraft control. The crew reset the circuit breakers per maintenance instruction which fixed the issue and were able to continue their flight.

Narrative
Normal push off gate and taxi-out. Completed all checks up to 'Before Take-off Below the Line'. Issued 'Line-up and Wait - Runway XX' by ATC. As we were turning onto the runway; aircraft Nose-Wheel Steering (NWS) failed and associated ECAM. Was able to complete turn utilizing differential braking and differential thrust. Notified ATC of issue and need to clear runway to troubleshoot. ATC directed to proceed down Runway XX; exit taxiway 1; hold-short Runway XYR and contact ground. We complied with instructions. Once parking brake set; completed non-normal procedure. Notified ZZZ operations and requested a tow. Then contacted Dispatch & Tech Ops via SATCOM. Tech ops directed resetting circuit breakers; which reset the NWS to operating status. Airport Ops arrived at this time with the tow-vehicle. We thanked everyone for coming out and notified them we were fixed and were going to depart. Airport Operations & tug departed. Passengers informed. We departed ZZZ with not further incident.
