Challenger 350 Captain reported a stall warning during landing flare. Flight crew continued the landing.

Narrative

First Officer was landing at ZZZ; there was about a 25-28 kt direct crosswind. In the flare I would guess approximately 10 feet we received the audible stall warning alert. Before a reaction to the stall and a go around preformed the main tires were already touching down. The landing was continued. Cause: Possible gust from the crosswind. Suggestions: It's possible that the combination of shorter runway and stronger crosswind could have led to letting the airspeed bleed off quicker in the flare.
