    AIRCRAFT 1, C172 WAS CLEARED TO LAND RWY26 WITH A LONG LANDING (PARKING AT CUTTER). AFTER AIRCRAFT 1 PASSED THE A12, AIRCRAFT 2, B767 WAS CLEARED TO LUAW RWY26. AIRCRAFT 1 ADVISED ON THE GROUND, HEADED TO CUTTER. ATC ISSUED RIGHT TURN ON NEXT TAXIWAY, LEFT TURN ON A, MORE INSTRUCTIONS TO FOLLOW. GOOD READ BACK. AIRCRAFT 1 PASSED THE 'NEXT TAXIWAY' CONTINUING ON THE RWY, ATC ADVISED AIRCRAFT 1 NO DELAY TO NEXT INTERSECTION. AIRCRAFT 1 ACKNOWLEDGES. ATC CLEARED AIRCRAFT 2 FOR TAKE-OFF AS AIRCRAFT 1 WAS CLEARING THE RWY AT A7. AIRCRAFT 1 CAME TO A STOP AFTER CLEARING THE RWY EDGE LINES BUT PRIOR TO CROSSING THE HOLD BAR. ATC INSTRUCTED AIRCRAFT 1 TO CONTINUE TAXI FORWARD PAST THE HOLD BARS. AIRCRAFT 1 GAVE A GOOD READ BACK. AIRCRAFT 1 MADE A 180 DEGREE TURN BACK TOWARDS THE RUNWAY. ATC INSTRUCTED AIRCRAFT 1 TO MAKE A 180 AND JOIN ALPHA, INCLUDING A WARNING NOT TO HEAD BACK TOWARDS THE RUNWAY. SHORTLY THEREAFTER ATC ADVISES AIRCRAFT 1 TO STOP! AIRCRAFT 1 READS BACK STOPPING. ACCORDING TO FACILITY NOTES AIRCRAFT 1 WAS STOPPED 15-20 FEET FROM THE NORTH SIDE RWY26 EDGE LINES ABEAM A7, THE POINT OF AIRCRAFT 2'S ROTATION. AFTER AIRCRAFT 2 DEPARTED, ATC PROGRESSIVELY GUIDED AIRCRAFT 1 OFF THE RUNWAY. ESTIMATED CLOSEST PROXIMITY IS 25 FEET, WINGTIP OF B767 AND AIRCRAFT 1. NIGHT TIME OPERATION.

GC TAXIED AIRCRAFT 1 ACROSS RUNWAY 8, CONTINUE TO RUNWAY 21. AIRCRAFT 1 READ BACK D, CROSS 8, 21. LC CLEARED AIRCRAFT 2, C172 TO LAND RUNWAY 21. AIRCRAFT 1 ENTERED RUNWAY 21 WITHOUT ATC CLEARANCE. AIRCRAFT 2 EXECUTED A GO AROUND, MADE AN EVASIVE MANEUVER TO AVOID AIRCRAFT 1, VEERING TO THE LEFT AS AIRCRAFT 1 ENTERED THE RUNWAY. ATC SUPERVISOR ESTIMATED CLOSEST PROXIMITY 75 FEET LATERAL AND ZERO TO 20 FEET VERTICAL, NOT SURE IF AIRCRAFT 2 TOUCHED DOWN OR NOT.. AIRCRAFT 1 TOLD LC SORRY ABOUT THAT, AH, READY AT D FOR 12. LC INSTRUCTED AIRCRAFT 1 TO MAKE A 180 AND VACATE IMMEDIATELY, TRAFFIC TURNING A 2-MILE FINAL. NO RESPONSE. AIRCRAFT 1 MADE A 180 AND EXITED THE RUNWAY. CLOSEST PROXIMITY BETWEEN AIRCRAFT 1 AND AIRCRAFT 2 WAS APPROXIMATELY 75 FEET LATERAL AND ZERO TO 20 FEET VERTICALLY.

    A/C1, A C130, LANDED RUNWAY 30 AND WAS INSTRUCTED TO ROLL TO THE END, TURN RIGHT AT E1 AND HOLD SHORT OF RUNWAY 8. A/C1 ROLLED TO THE END OF THE RUNWAY AND STOPPED IN THE PAVED RELOCATED THRESHOLD AREA AND WITHIN THE RUNWAY SAFETY AREA OF RUNWAYS 30. THE CONTROLLER CLEARED A/C2, ALSO A C130, FOR THE OPTION WITH THE MISTAKEN BELIEF A/C1 WAS HOLDING SHORT OF RUNWAY 8 ON TAXIWAY E1. BOTH AIRCRAFT WERE CONDUCTING LIGHTS OUT OPERATIONS DURING NIGHTTIME CONDITIONS AND THE CONTROLLER DID NOT SEE THE POSITION OF A/C1. A/C2 PERFORMED A TOUCH AND GO, OVERFLYING A/C1 BY APPROXIMATELY 100 FEET
