LC ALSO WAS ADVISING A/C TO LAND LONG AND TAXI TO END OF RUNWAY AFTER LANDING DUE TO DISABLED A/C ON TAXIWAY. LC CLEARED THE FIRST DEPARTURE FOR TAKE-OFF, BUT THEN WAS DISTRACTED BY A HELICOPTER MAKING APPROACHES AT TAXIWAY D. LC FORGOT N725ZN WAS STILL TIPH RUNWAY 29L. N315BP LANDED LONG OVER TOP N725ZN, PASSING LANDING THRESHOLD BY AT LEAST 200 FEET VERTICAL. AFTER RECEIVING ADDITONAL INFORMATION THIS INCIDENT HAS BEEN DOWNGRADED FROM AN "A" TO A CATEGORY "B" RISK SEVERITY.
