    LOCAL CONTROL TAXIED US CHECK (USC) 227, LEARJET LR35, INTO POSITION AND HOLD RUNWAY 5 AT TAXIWAY A THEN CLEARED INDEPENDENCE (IDE) 1298, CRJ2, TO LAND SAME RUNWAY. IDE 1298 FLEW OVER USC 227 AN ESTIMATED 200 FEET VERTICAL AND LANDED APPROXIMATELY 1,000 FEET DOWN THE RUNWAY. USC 227 WAS NEVER GIVEN TAKEOFF CLEARANCE AND HELD IN POSITION.
