    A/C 1/P28A CONTACTED LOCAL CONTROL (LC) READY FOR DEPARTURE AT TAXIWAY P FOR RUNWAY 26R. LC ISSUED A BEACON CODE TO THE P28A. LC SUBSEQUENTLY INSTRUCTED THE P28A TO PULL UP AND HOLD SHORT OF RUNWAY 26R. THE PILOT READ BACK HOLD SHORT OF RUNWAY 26R BUT DID NOT USE HIS CALL SIGN. THE P28A SUBSEQUENTLY CROSSED THE RUNWAY 26R HOLD BARS AND TAXIED ONTO THE RUNWAY WITHOUT A CLEARANCE. LC INSTRUCTED TRAFFIC ON SHORT FINAL A/C 2/RV7 TO GO AROUND. THE RV7 FLEW OVER THE P28A ON THE GO AROUND, APPROXIMATELY 100 FEET ABOVE THE P28A. GO AROUND WAS ISSUED INSIDE A HALF MILE FINAL. NOT A HOT SPOT EVENT.

    A/C 1/C172 HAD LANDED ON RUNWAY 26L EXITED AT TAXIWAY LIMA. C172 WAS INSTRUCTED TO TAXI TO THE RAMP VIA TAXIWAY LIMA, KILO, CROSS RUNWAY 21 AND HOLD SHORT OF RUNWAY 26R AT KILO. IT APPEARED THAT LANGUAGE WAS AN ISSUE WITH THE PILOT, BUT GROUND CONTROL (GC) DID GET A CORRECT READ BACK. THE C172 THEN TURNED ONTO RUNWAY 21, AREA IDENTIFIED AS HOT SPOT #2. GC ATTEMPTED TO GET THE PILOT TO TURN AROUND AND EXIT RUNWAY 21 AT LIMA BUT THE PILOT DID NOT ACKNOWLEDGE. THE C172 CONTINUED SOUTH ON RUNWAY 21 AND ONTO RUNWAY 26L. A/C 2/BE36 WAS DEPARTING RUNWAY 26L. THE C172 WAS ACROSS THE RUNWAY EDGE LINE WHEN THE BE36 FLEW OVER THE INTERSECTION APPROXIMATELY 100 FEET ABOVE THE C172. CLOSEST PROXIMITY APPROXIMATELY 100 FEET VERTICAL ZERO LATERAL. TOWER REPORTED THE PILOT AS A STUDENT PILOT ON THEIR FIRST SOLO AND THAT LANGUAGE WAS A PROBLEM.

    A PIPER PA22 WAS CLEARED TO LAND ON RUNWAY 8R BUT INSTEAD LANDED ON INTERSECTING RUNWAY 3 WITHOUT CLEARANCE. THE PA22 CONTINUED DOWN THE RUNWAY THROUGH THE RUNWAY 8L INTERSECTION AND UNDER A AEROSPATIALE AS50 (HELICOPTER) CLEARED FOR THE OPTION ON RUNWAY 8L. THE AS50 LANDED LONG AND APPROXIMATELY 100 FEET PAST THE RUNWAY 8L/3 INTERSECTION OVERFLYING THE PA22 BY 50 FEET VERTICAL, THE CLOSEST PROXIMITY REPORTED. THE AS50 PILOT EXECUTED A TOUCH AND GO AND DID NOT SEE THE PA22.
