    AIRCRAFT 1 ENTERED RUNWAY 7R WITHOUT ATC AUTHORIZATION. AIRCRAFT 1/P28A WAS AT TAXIWAY C1 HOLDING SHORT OF RUNWAY 7R AND WAITING FOR DEPARTURE CLEARANCE. LOCAL CONTROL CLEARED AIRCRAFT 2 FOR A SHORT APPROACH TO RUNWAY 7R. THE PILOT READ BACK WAS CORRECT. WITH AIRCRAFT 2 TURNING BASE TO SHORT FINAL, THE LC OBSERVED AIRCRAFT 1 BEGIN TO MOVE FORWARD AND ENTER RUNWAY 7R. THE LC THEN INSTRUCTED AIRCRAFT 1 TO HOLD POSITION. AIRCRAFT 1 WAS OBSERVED HOLDING POSITION, BUT DID NOT READ BACK. NO INSTRUCTION TO GO-AROUND WAS GIVEN TO AIRCRAFT 2. AIRCRAFT 2 OVERFLEW AIRCRAFT 1 BY APPROXIMATELY 60 FEET AGL AND TOUCHED DOWN AT THE DISPLACED THRESHOLD APPROXIMATELY 900 FEET FROM THE RUNWAY END.

    C172 WAS HOLDING SHORT OF RUNWAY 7L AND PA28 WAS INBOUND AND CLEARED FOR A TOUCH AND GO ON RUNWAY 7L. LOCAL CONTROL (LC) INSTRUCTED C172 TO LINE UP AND WAIT ON RUNWAY 7 LEFT. READ BACK WAS CORRECT. IMMEDIATELY AFTER THE C172 READ BACK THE INSTRUCTION, PA28 INITIATED A GO AROUND. SHORTLY AFTER THIS, PA28 ADVISED THE LC HE HAD CLEARED AN AIRCRAFT ON THE RUNWAY BEFORE HE HAD PASSED HIM. THE RISK ANALYSIS PANEL AND LANDING AIRCRAFT PILOT ESTIMATED CLOSEST PROXIMITY AS 100 TO 200 FOOT OVERFLIGHT.

    A PIPER PA28A (FLIGHT SCHOOL AIRCRAFT WITH CFI ONBOARD) LANDED RUNWAY 7L AND AFTER EXITING RIGHT AT INTERSECTION B9 WAS INSTRUCTED BY LOCAL CONTROL NORTH (LCN) TO CONTACT GROUND CONTROL (GC). GC INSTRUCTED THE PA28A TO HOLD SHORT OF RUNWAY 7R AT B9 WHICH PILOT READ BACK CORRECTLY. A BEECH BE36 EXITED RUNWAY 7R AT C6 AND A PIPER PA28A WAS CLEARED FOR TAKEOFF ON RUNWAY 7R C1, FULL LENGTH. GC INSTRUCTED THE BE36 TO CROSS TAXIWAY C AND TAXI TO PARKING VIA THE RAMP. THE READ BACK WAS GARBLED. THE PA28, HOLDING SHORT OF 7R AT B9, TOOK THE INSTRUCTIONS GIVEN THE BE36 AND ENTERED RUNWAY 7R AT B9 WITHOUT CLEARANCE AND CONFLICTED WITH THE PA28A DEPARTING 7R. THE DEPARTING PA28A WAS ALREADY AIRBORNE HAVING ROTATED BETWEEN TAXIWAY C6 AND C7 AND FLEW OVER THE TAXIING PA28A BY 100 FEET AGL. DISTANCE FROM C6 TO C9/B9 IS 1600 FEET HORIZONTAL. DISTANCE FROM C1 TO C6 IS APPROXIMATELY 3,400 FEET.

    A CESSNA C182, ON LEFT BASE, WAS CLEARED TO LAND RUNWAY 7L AND HAD TO PERFORM A GO AROUND. AFTER ENTERING LEFT TRAFFIC FOR RUNWAY 7L THE C182 WAS CLEARED TO LAND 7L AND PILOT READ BACK RUNWAY 7L. THE C182 INSTEAD LANDED RUNWAY 7R AND FLEW OVER THE TOP OF A CESSNA C152 CLEARED FOR TAKEOFF ABEAM TAXIWAY C1 AT APPROACH END BY APPROXIMATELY 30 FEET VERTICAL. THE C182 LANDED PASSED THE DISPLACED THRESHOLD AND LANDED BETWEEN C3 AND C5, APPROXIMATELY 2000 FEET HORIZONTAL FROM THE C152’S POSITION. ATCT OBSERVED THE C182 AFTER HE HAD PASSED THE C152 AND DID NOT SEE THE ACTUAL FLYOVER BUT IMMEDIATELY CANCELLED TAKEOFF CLEARANCE AT THE SAME TIME THE C152 POWERED DOWN AFTER SEEING THE C182. THE C152 DID NOT ROLL.

    GROUND CONTROL (GC) REQUESTED AND RECEIVED APPROVAL TO CROSS RUNWAY 7L AT MIDFIELD (B9) WITH A AIR TRACTOR AT-802A. LOCAL CONTROL THEN CLEARED A BEECH BE36 FOR TAKE-OFF RUNWAY 7L. THE BE36 WAS PRACTICING "SOFT-FIELD" TAKEOFF AND DID NOT SEE THE AT-802 ENTER THE RUNWAY UNTIL IT WAS TOO LATE. THE BE36 OVER FLEW THE AT-802 BY 40 FEET VERTICAL.
