    A CESSNA C210 WAS CLEARED FOR TAKEOFF ON RUNWAY 17R ABEAM TAXIWAY CHARLIE. A PIPER P46T FAILED TO HOLD SHORT OF RUNWAY 17R AND TAXIED ONTO THE RUNWAY AT TAXIWAY ECHO EASTBOUND. LOCAL (LC) CANCELLED THE C210’S TAKEOFF CLEARANCE WHEN THE AIRCRAFT WAS ESTIMATED TO BE MIDPOINT OF CHARLIE AND ECHO (NEAR DELTA AND APPROXIMATELY 900 FEET FROM ECHO). THE C210 PASSED ECHO INTERSECTION WHERE THE P46T WAS STOPPED ON THE WEST SIDE OF RUNWAY BETWEEN RUNWAY EDGE AND RUNWAY CENTERLINE (RUNWAY WIDTH IS 100 FEET). THE C210 PILOT ADVISED HE STAYED ON THE LEFT SIDE OF THE RUNWAY TO AVOID THE P46T AND ESTIMATED THE DISTANCE TO BE BETWEEN 40-50 FEET LATERAL. CLOSEST HORIZONTAL PROXIMITY REPORTED WAS LESS THAN 100 FEET.

    A POV (WHITE VAN), NOT IN CONTACT WITH THE TOWE, WAS OBSERVED ON TAXIWAY ECHO AND CROSSED THE HOLD LINES FOR RUNWAY 17R, AND WAS GOING TO CROSS THE RUNWAY UNTIL THE DRIVER SAW A CESSNA C501 DEPARTING RUNWAY 17R. THE DRIVER SLAMMED ON THE BRAKES AND STOPPED JUST SHORT OF THE RUNWAY EDGE. CLOSEST HORIZONTAL SEPARATION WAS 30 FEET AS THE C501 PASSED THE VAN ON ECHO.
