ADSB DATA SHOWS THAT N38603 OVERFLEW THE APPROACH END OF RUNWAY 28R AT 100 FEET AGL.

AIRCRAFT 1 PERFORMED A TOUCH AND GO, BECAME AIRBORNE ADJACENT TO RUNWAY 23 INTERSECTION AND EXECUTED A HARD RIGHT TURN. AIRCRAFT 2 LATER EXITED THE RUNWAY AT TAXIWAY F. THE FACILITY ESTIMATED THE CLOSEST PROXIMITY AT 0.09 MILES/550 FEET LATERALLY AND 200 FEET VERTICALLY. NO OVERFLIGHT OCCURRED.

C210 OBSERVED C206 AND HELD POSITION ON THE RUNWAY 28R DISPLACED THRESHOLD. AS THE C206 INITIATED THE GO AROUND, THE ESTIMATED CLOSEST PROXIMITY WAS 50 FEET VERTICAL.

LOCAL CONTROL (LC) INSTRUCTED A SECOND CESSNA C172 TO TAXI INTO POSITION AND HOLD (TIPH) ON RUNWAY 28R. LC THEN BECAME DISTRACTED BY ANOTHER AIRCRAFT AND FORGOT ABOUT THE C172 HOLDING IN POSITION. THE LANDING C172 CALLED ON THE DOWNWIND AND WAS CLEARED FOR A TOUCH AND GO ON RUNWAY 28R. A POSITION RELIEF BEGAN AT LC AND GROUND CONTROL ADVISED LC ABOUT THE AIRCRAFT HOLDING IN POSITION BUT THE LANDING C172 HAD ALREADY OVER FLOWN THE SECOND C172 HOLDING ON THE RUNWAY. CLOSEST PROXIMITY REPORTED WAS 50 FEET VERTICAL. RUNWAY 28R HAS A DISPLACED THRESHOLD FOR ARRIVALS NEAR TAXIWAY BRAVO APPROXIMATELY 1,000 FEET WEST OF THE APPROACH END. DEPARTURES CAN DEPART FROM THE FULL LENGTH. THE C172 WAS HOLDING AT THE APPROACH END OF RUNWAY 28R FOR FULL LENGTH AND THE ARRIVING C172 LANDED APPROXIMATELY 1,000 FEET BEYOND THE DISPLACED THRESHOLD.
