EJA731/CL35 WAS CLEARED FOR TAKEOFF ON RUNWAY 21L AND ADVISED OF TRAFFIC DEPARTING ON RUNWAY 21R. AS EJA731 ROTATED ON RUNWAY 21L, N63406 ADVISED OF A ROUGH RUNNING ENGINE AND MADE A 180 TO LAND OPPOSITE DIRECTION ON RUNWAY 21L. EJA731 WAS ISSUED TRAFFIC AND REPORTED N63406 IN SIGHT. N63406 WAS THEN CLEARED TO LAND RUNWAY 21R. EJA731 PILOT LATER ADVISED OF ROTATING AGGRESSIVELY, PITCHING THE AIRCRAFT WELL ABOVE A NORMAL ROTATION, TO GAIN ALTITUDE AND OVERFLYING N63406 AT APPROXIMATELY 200-300 FEET.

    AWAITING ADDITIONAL INFORMATION. A BEECH BE33 WAS INSTRUCTED TO CONTINUE ON THE ILS RUNWAY 20L APPROACH AND WAS NOT ISSUED A CLEARANCE TO LAND. A CIRRUS SR22 WAS VFR AND CLEARED FOR A TOUCH AND GO ON INTERSECTING RUNWAY 9. THE BE33 LANDED WITHOUT A LANDING CLEARANCE ON RUNWAY 20L THUS CONFLICTING WITH THE SR22 EXECUTING A TOUCH AND GO ON RUNWAY 9. THE BE33 PILOT STATED THAT AS HE WAS ON HIS LANDING ROLL WHEN HE OBSERVED THE SR22 PASSING IN FRONT OF HIM AT THE INTERSECTION OF THE TWO RUNWAYS. THE SR22 PILOT STATED THAT HE TOUCHED DOWN ON RUNWAY 9 AND WAS APPROXIMATELY 50 FEET FROM THE RUNWAY INTERSECTIONS WHEN HE NOTICED THE BE33 APPROACHING THE RUNWAY INTERSECTION AND APPROXIMATELY 100 FEET FROM THE 9/20L INTERSECTION. AT THAT POINT THE SR22 PULLED UP AND STATED THE BE33 WAS OFF HIS LEFT SIDE 50-75 FEET LATERAL AND ESTIMATED BEING AT 20-30 FEET VERTICAL AS THEY WENT THROUGH THE INTERSECTION. CLOSEST HORIZONTAL PROXIMITY WAS 50-75 FEET LATERAL AND 20-30 FEET VERTICAL (PILOT ESTIMATE). THE BE33 CONTINUED THROUGH THE INTERSECTION AFTER THE SR22 PASSED THE 9/20L INTERSECTION.

    A PIPER PA28A, AFTER LANDING RUNWAY 20L AND EXITING AT TAXIWAY DELTA, WAS INSTRUCTED TO HOLD SHORT OF RUNWAY 20R AT DELTA. THE PA28A PILOT READ BACK THE HOLD SHORT. THE PA28A CROSSED RUNWAY 20R AT DELTA NORTHWEST BOUND WITHOUT CLEARANCE AND CONFLICTED WITH A CESSNA C172 OVER THE THRESHOLD FOR 20R AND CLEARED FOR A TOUCH AND GO (DISTANCE FROM THRESHOLD TO DELTA IS APPROXIMATELY 500 FEET). IT IS NOT CLEAR WHETHER THE C172 HAD TOUCHED DOWN WHEN THE C172 PILOT STATED VEERING TO THE LEFT SIDE OF 20R TO AVOID THE PA28A TO HIS RIGHT TAXIING NORTHWEST BOUND. THE DISTANCE BETWEEN AIRCRAFT WAS LESS THAN 200 FEET, THE CLOSEST PROXIMITY REPORTED.

ATCT CLEARED THE BE58 TO LAND 2L AND TRAFFIC GIVEN FOR AIRCRAFT LANDING ON PARALLEL. THE BE58 INSTEAD LANDED RUNWAY 2R AND CONFLICTED WITH A PIPER PA28A STILL ON LANDING ROLLOUT SAME RUNWAY. THE BE58 APPEARED TO SWERVE TO AVOID THE PA28A EXITING THE RUNWAY AT TAXIWAY DELTA. CLOSEST PROXIMITY ESTIMATED LESS THAN 50 FEET.

    THREE AIRPORT MOWERS REQUESTED TO OPERATE EQUIPMENT ADJACENT TO TAXIWAYS ALPHA AND FOXTROT. ATCT APPROVED REQUEST AND INSTRUCTED THE MOWERS TO REMAIN CLEAR OF RUNWAY 20R AT ALL TIMES. THE MOWER OPERATOR REQUESTED TO CROSS RUNWAY 20R AND ATCT INSTRUCTED THE MOWERS TO HOLD SHORT RUNWAY 20R AT FOXTROT. TWO MOWERS HELD SHORT BUT ONE MOWER ENTERED THE RUNWAY IN FRONT OF A DEPARTING CESSNA C172 WITHOUT AUTHORIZATION. THE MOWER TURNED AROUND NEAR THE RUNWAY CENTERLINE TO CLEAR THE RUNWAY AS THE C172 ROTATED APPROXIMATELY 250 FEET PRIOR TO FOXTROT AND OVER FLEW THE MOWER BETWEEN 50 AND 75 FEET VERTICAL.

A PIPER PA28A, 475 FEET FROM THE THRESHOLD OF RUNWAY 20R, WAS INSTRUCTED TO GO AROUND. THE PA28A OVER FLEW THE C172 BY OVER 300 FEET AS THE PIPER PILOT WAS EXECUTING GO AROUND.
