PILOT DEVIATION, RUNWAY INCURSION WITH CONFLICT, RISK ANALYSIS EVENT. SAN ANTONIO INTERNATIONAL, TX (SAT) A/C 1, B767 ENTERED RY 4 WITHOUT ATC AUTHORIZATION WHILE A/C 2, A319 WAS DEPARTING RY 4. A/C 1 CALLED GROUND CONTROL (GC) AND REQUESTED TAXI FOR DEPARTURE. GC ASKED THE PILOT WHICH RUNWAY THEY WOULD LIKE. A/C 1 REQUESTED RY 22. GC INSTRUCTED A/C 2 TO TAXI VIA TAXIWAYS DELTA AND QUEBEC TO RY 22. A/C 1 READ BACK TAXIWAYS TANGO, DELTA AND QUEBEC TO RY 22. GC DID NOT CORRECT THE INCORRECT READ BACK. AT THIS TIME A/C 2 WAS IN POSITION ON RY 4. LOCAL CONTROL (LC) THEN CLEARED A/C 2 FOR TAKEOFF. A/C 1 WAS NOW TAXIING ON TAXIWAY DELTA, MISSED THE TURN ONTO TAXIWAY QUEBEC AND ENTERED RY 4. A/C 1 STOPPED WITH THE NOSE OF THE AIRCRAFT ON RY 4. A/C 2 PILOT STATED DURING A SUBSEQUENT PHONE CALL THAT THEY ROTATED EARLY AND VEERED TO THE LEFT IN ORDER TO MISS A/C 1. THE PILOT OF A/C 2 ASKED LC IF THEY SAW WHAT HAPPENED. LC ASKED IF A/C 1 WAS ON THE RUNWAY AND A/C 2 REPLIED IN THE AFFIRMATIVE. GC ADVISED A/C 1 THAT THEY WERE SUPPOSED TO TURN ON TAXIWAY QUEBEC FOR RY 22. THE PILOT OF A/C 2 ESTIMATED THE CLOSEST PROXIMITY AS 150 FEET LATERAL. CLOSEST VERTICAL DISTANCE WAS UNKNOWN.
