DRIVER READ BACK, TURN ON TWY F AND THEN TWY B, Z, Z2. VEHICLE MISSED THE TURN ON TWY F AND GC INSTRUCTED THE DRIVER TO STOP. VEHICLE STOPPED LESS THAN 80 FT FROM THE RWY 28L RUNWAY EDGE LINE. AIRCRAFT 2/B772 WAS DEPARTING RWY 28L AND PASSED VEHICLE WITH THE LEFT WINGTIP SLIGHTLY OVER THE RWY 28L RUNWAY EDGE LINE. LESS THAN 80 FT EXISTED BETWEEN AIRCRAFT 2 AND THE FRONT OF THE TUG.

A/C 1 CLEARED TO LAND RUNWAY 28L WITH A/C 2/A320 IN LINE UP AND WAIT SAME RUNWAY. ASSC ALARMED AND LC SENT A/C 1 AROUND AT ABOUT 0.57 MILES FROM A/C 2 (FALCON). PER ASSC ANALYSIS, A/C 1 BEGAN UPWARD TREND IN ATTITUDE, BASED ON AIRCRAFT?S TRANSPONDER, 950 FEET HORIZONTALLY FROM A/C 2. A/C 1 TRANSPONDER UPDATES INDICATES 125 FEET AGL WHEN IT OVER FLIES A/C 2. CLOSEST VERTICAL PROXIMITY ESTIMATED AT 87 FEET. A/C 1 FLIGHT CREW UNAWARE OF AIRCRAFT THAT WAS LINED UP ON RUNWAY 28L. NOTE THE POSITIONAL ACCURACY OF THE ASSC IS +/- 20 FT.

AN EMBRAER E120 WAS CLEARED TO LAND RUNWAY 28R. AN EMBRAER E170 WAS CLEARED FOR TAKEOFF ON INTERSECTING RUNWAY 1L FULL LENGTH. AS THE E170 STARTED TAKEOFF ROLL THE AMASS ALERTED TO A CONFLICT ON THE RUNWAY. LOCAL CONTROL ATTEMPTED TO HAVE THE LANDING E120 STOP BUT THE E120 WAS UNABLE TO HOLD SHORT OF THE RUNWAY 1L/28R INTERSECTION. THE E170 ROTATED BETWEEN FOXTROT AND F1 TAXIWAYS AND FLEW OVER THE E120 STOPPED IN THE INTERSECTION OF RUNWAY 28R/1L BY AN ESTIMATED 50 FEET VERTICAL. ESTIMATED DISTANCE FROM ROTATION POINT BETWEEN FOXTROT/F1 TO THE INTERSECTION IS 1,000 FEET HORIZONTAL.
