    ATC DID NOT PROVIDE RUNWAY SEPARATION BETWEEN AIRCRAFT 1 AND AIRCRAFT 2. AIRCRAFT 2/C25B WAS IN LUAW RUNWAY 20R ON LC1 FREQUENCY. LC2 CLEARED AIRCRAFT 1/P28A TO LAND RUNWAY 20R. THE PILOT READ BACK WAS CORRECT. AIRCRAFT 1 OVERFLEW AIRCRAFT 2 BY LESS THAN 100 FEET AS THE CITATION HELD IN POSITION. AIRCRAFT 1 WAS 600 FEET PAST THE RUNWAY 20R LANDING THRESHOLD WHEN LC2 RECOGNIZED THE ERROR AND ISSUED GO AROUND INSTRUCTIONS. AIRCRAFT 1 REQUESTED LC2 SPEAK SLOWLY AND WITH MORE CLARITY AS THE AIRCRAFT WAS RE-SEQUENCED FOR LANDING.

    A/C 1/BE20 LANDED RUNWAY 20R AND EXITED AT INTERSECTION JULIET. LOCAL CONTROL 1 (LC1) INSTRUCTED THE PILOT TO HOLD SHORT OF RUNWAY 20L AND REMAIN ON THIS FREQUENCY. THE PILOT READ BACK CROSSING THE LEFT AND GROUND. WHILE LC1 WAS ATTEMPTING TO TELL THE PILOT TO REMAIN ON THE FREQUENCY A/C 1 CROSSED THE RUNWAY 20L HOLD BARS AND ENTERED THE RUNWAY. TRAFFIC ON RUNWAY 20L A/C 2/C172 WAS TOUCHING DOWN ON A TOUCH AND GO SAW A/C 1 ENTER THE RUNWAY AND VEERED TO THE LEFT RAN OFF THE RUNWAY JUST PRIOR TO INTERSECTION. C172 PASSED IN FRONT OF BE20 CROSSED TAXIWAY JULIET ALONG THE RUNWAY EDGE LINES AND COMPLETED THE LEFT TURN ON THE PAVED SURFACE OF THE SHOULDER JUST PAST TAXIWAY JULIET RE-ENTERED TAXIWAY JULIET AND CAME TO A STOP ON THE INTERSECTION OF TAXIWAY JULIET AND CHARLIE. CLOSEST PROXIMITY APPROXIMATELY 50 FEET.
