LC2 INSTRUCTED AIRCRAFT 1 TO MAKE A RIGHT TURN ON TAXIWAY K WHEN ABLE, LANDING AT THE EAST RAMP AT YOUR OWN RISK. AIRCRAFT 2/C172 WAS LANDING RUNWAY 30R AND STRUCK AIRCRAFT 1 ADJACENT TO TAXIWAY K. AIRCRAFT 2 CAME TO A STOP 80FT AFTER TAXIWAY K.

LC THEN INSTRUCTED A BELLANCA BL8 TO TAXI INTO POSITION AND HOLD (TIPH) RUNWAY 12R APPROACH END, BEHIND A PRECEDING DEPARTURE. LC BECAME DISTRACTED WITH OTHER AIR TRAFFIC AND FAILED TO ISSUE A TAKEOFF CLEARANCE TO THE BL8 RESULTING IN THE C172 LANDING OVER THE BL8 BY 50 FEET VERTICAL, THE CLOSEST PROXIMITY REPORTED.
