Spins, Morse code, and a dead-stick spiral: the airline pilot checkride of 1956

We read the CAA's original Airline Transport Pilot rulebook. The exam it describes would terrify a modern airline pilot — and the experience numbers haven't moved in 70 years

In October 1956 the Civil Aeronautics Administration published Civil Aeronautics Manual 21 — the rulebook for the Airline Transport Pilot rating, the license every airline captain needed then and still needs now. We digitized the CAA's manual library (485 documents, 1936–1965) and read the 1956 edition against today's 14 CFR Part 61. Two things stand out: how physical the exam was, and how little the experience arithmetic has changed.

Start with the flight test, section 21.17. An ATP applicant in 1956 had to fly, in a real aircraft with an inspector aboard:

  • a 360° turn from 3,500 feet with the engine throttled, ending in a landing — a full dead-stick spiral to the runway;
  • the same from 2,500 feet with a 180° turn;
  • three shallow and three steep figure-8s plus a 720° steep power turn in each direction, holding altitude within 200 feet;
  • and — the one that stops modern pilots cold — “a right-hand and a left-hand spin, each of at least two full turns, with not to exceed 10 degrees error.”

Deliberate two-turn spins, both directions, on the airline captain exam. Today spins appear in Part 61 exactly once for airplane pilots — as ground-school theory for flight instructors. Airline training treats an unintentional spin as a loss-of-control accident precursor, not a test item.

Then came the radio room. Section 21.18 required the applicant to “demonstrate his ability to interpret International Morse Code signals”, home in on a radio station with a direction finder, follow a four-course radio range, and locate the “cone of silence” — the dead spot directly over a range station that pilots used as a position fix. The entire technology this tested was retired decades ago; the last US four-course range shut down in the 1970s.

What hasn't changed is stranger than what has

Here is the experience table of CAR 21.16 (1956) next to today's 14 CFR 61.159:

Five of the seven numbers are character-identical after 70 years. The only real change is the headline total — 1,200 hours (which had to be recent) became a flat 1,500 in 2013, after the Colgan Air 3407 crash pushed Congress to raise it. The 500/100/75/250 structure underneath is pure 1956.

The medical bar moved the other way. The 1961 physical standards (CAM 29) demanded 20/20 vision in each eye without correction for a first-class certificate; today's 14 CFR 67.103 accepts 20/20 as corrected — glasses are fine. A rule that would have grounded a large share of today's airline pilots quietly disappeared.

So the 1956 exam tested things no airline pilot will ever do again — spins, Morse, dead-stick spirals — on top of an experience ledger that is still, line for line, the one a new first officer meets in 2026. The rulebook changed its cover from CAA to FAA; the arithmetic barely noticed.
