Background
The pilot departed on a flight with an inoperative landing light. The destination airport was experiencing nighttime conditions with snowfall and visibility reduced to approximately one mile.
Runway Conditions
Airport personnel were actively removing snow from the lights on Runway 11/29. Snow had been cleared from the lights along the north side of the runway. On the south side of Runway 29, the snow removal crew had progressed from the threshold to the 11th light. They communicated via radio with the accident aircraft (reported as N8282Z in radio contact with another aircraft) and notified the pilot of their position, with a snow plow situated off to the side of the runway.
Approach and Landing
The pilot conducted an instrument landing system (ILS) approach. He reported seeing lights only on the right side of the runway. According to the pilot, he flew over the snow plow and used the lights on the side as a reference to land. During the flare and touchdown, the aircraft hit a snowbank approximately 1,000 feet beyond the snow plow.
