Incident Summary
A pilot reported that during the preflight inspection, the aircraft's fuel tanks were full. Fuel was drained from each wing and the fuselage low point, and no indication of water was found.
Sequence of Events
During takeoff, at an altitude of approximately 150 ft, engine power was lost as the manifold pressure and RPM were being adjusted. With insufficient runway remaining and power lines ahead, the pilot turned toward a landfill. He pumped the throttle and partial power was regained, but only for a short duration. The aircraft was then landed on a sandy surface. After rolling for about 30 ft, the wheels dug in and the airplane nosed over.
Pilot Report
The pilot suspected that water had entered the carburetor despite having drained the sumps before takeoff and finding no water. However, this suspicion was not verified.
