Sequence of Events
A Cessna 172 was cleared for an overhead approach to enter a right downwind. The pilot reported overhead and acknowledged seeing traffic coming up on midfield, agreeing to follow that traffic. The pilot was then instructed to start a right turn. Meanwhile, a Cessna 150 was performing touch-and-go landings in the traffic pattern. After its third departure, the C-150 climbed to 700 feet, made a right 90-degree turn, and climbed to 1,200 feet. The aircraft was then leveled and another right 90-degree turn to downwind was executed. The collision occurred as the C-150 rolled out of that turn.
Air Traffic Control Communications
The tower controller transmitted to the C-150 on downwind, stating, "On the downwind watch the traffic coming in from overhead sir." The two aircraft subsequently collided.
Controller Status and Traffic Conditions
Of the three controllers in the tower, two were not facility-rated and were in training. The traffic pattern was congested with aircraft flying in closed patterns.
Published Climb-Out Instructions
The published tower climb-out instructions for Runway 22 specify a 20-degree right turn as soon as practicable, with a climb to 1,000 feet MSL before any further turns.
