Incident Overview
Earlier in the evening, a pilot took off with three passengers on board. Shortly after takeoff, the pilot advised the control tower that the engine was not developing full power. The pilot remained in the traffic pattern and landed safely, then taxied to the ramp.
Second Takeoff
Later, the pilot made a second takeoff with one passenger on board. After becoming airborne, the pilot elected to abort the takeoff due to a reported power loss. The aircraft had passed the departure end of the runway and settled in marshland.
Engine Examination
An examination of the engine revealed no discrepancies. A test run of the engine was then performed, and it operated within the manufacturer's specifications.
